Payment for the Dial-Public Service

Physical persons

Users are offered the following methods of payment for the service:

Payment through the branches of the Savings Bank:

To use this method of payment the user must print out and complete a special form of the payment order which is stored on the service Information Server, with the mandatory indication of his own account code and the desired amount of payment in rubles.
The amount paid by the user to the Savings Bank under the payment order shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment.
The user's account code balance shall be replenished not later than 1 working day from the date of the receipt of the information from the bank that the payment has been entered to the Comstar bank account.

Attention: According to the current practice of the Savings Bank, information from the bank about the entered payment is received during the period of up to 5 (five) working days from the date the user pays the corresponding amount in the Savings Bank's Branch.

Payment through the branches of the "Moscow Bank for Reconstruction and Development":

To use this method of payment the user must print out and complete a special form of the payment order which is stored on the service Information Server, with the mandatory indication of his own account code and the desired amount of payment in rubles. The user can pay for the service at any of the cash-desks of the "Moscow Bank for Reconstruction and Development".
The amount paid by the user under the payment order of the "Moscow Bank for Reconstruction and Development" shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment.
The user's account code balance shall be replenished not later than 1 working day from the date of the receipt of the information from the bank that the payment has been entered into the Comstar bank account.

Payment by cash or by bank credit cards at the Comstar office:

To use this method of payment the user must complete the application form, for payment for the service, stating his account code and the desired amount of payment in rubles and to make payment at the Comstar cashier's desk. The application form can be printed out from the service Information Server or it can be obtained at the Comstar office in the Service Support Division having informed your account code or the user's name (login).
The amount paid by the user at the Comstar cashier's desk shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment .The user's account code balance shall be replenished not later than 1 working day from the date of payment.

Payment by Internet-Card:

When using this method of payment the user must input to the Information Server the number and the password of the purchased card. The user's account code balance will be replenished by the number of conventional units indicated on the card at the moment of this input. One Internet-Card can be used to replenish the balance of one account code.

Payment by telephone or via Internet using the payment system "Rapida"

You can replenish your account code for access to Internet on-line 24hours a day. To do this use a prepaid card "Rapida" which you can buy at 700 outlets in Moscow and the Moscow region or you can order its delivery to your apartment or office by calling 787-4815. You can also use any plastic card issued by the BIN-bank, or a card of any bank, which is the member of the Russian payment system STB Card.
The amount paid by the user shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment .The user's account code balance shall be replenished within several minutes after the payment. The commission for payment processing is not charged. Using the "Rapida" card you can pay for utilities services, for local (MGTS) and international (MMT/Rostelecom) telephony services, mobile telephone services (MTS, Megafon, Sonet, BeeLine), for access to Internet from all Moscow providers, commercial TV (Kosmos-TV, NTV+ and DIVO-TV), purchases in Internet-shops (OZON, Bolero) and a lot more.

Payment by telephone:

  1. Call (095) 363-2299;
  2. Following the voice prompts input your Rapida card particulars;
  3. Enter the payment code for "Comstar" - 529;
  4. Enter the amount of payment and your Comstar user account code;
  5. Confirm the payment.
The procedure takes not more than 2 minutes.

Payment via Internet:

  1. Enter "Rapida" site http://www.rapida.ru and input the series, number and password of your "Rapida" card.
  2. In section "Internet-providers" select our company and the type of service: "Comstar - direct replenishment of the access to Internet personal account".
  3. Fill in the fields:
  4. Confirm the payment with the current access password of the "Rapida" card" and press "Pay".

Legal entities

The customers are offered the following methods of payment for the service:

  • Payment by bank transfer to the Comstar account;;
  • Payment by cash or by bank credit cards at the Comstar office at the address: 109180, 1st Golutvinsky per., 6, Moscow;
  • By way of buying Comstar Internet-cards from distributors or at the Comstar office and inputting its details for the replenishment of the account code balance. .

Payment by bank transfer:

When using this method of payment the customer must request the Service Support Division (119180, 1st Golutvinsky per., 6, Moscow, telephone: 956-22-91, 956-02-91, Fax: 956-22-90) to issue an invoice for payment for the service stating the name of his organization, Agreement and the desired amounts of payment in rubles separately per each account code. An invoice shall be issued separately for each account code and sent to the customer's address indicated in the application form by fax or by a letter or shall be handed personally to the representative of the customer at the Comstar office.
In the payment order to the bank the customer must indicate the number of the present Agreement and the amount of payment per each account code. If the information about the amount of payment per each account code is lacking in the payment documents, received by Comstar from the bank to the effect that the money was entered to the Comstar account, Comstar will register the total amount of such payment under one account code at its own discretion.
The amount paid by the user by bank transfer shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment.

Payment by cash or by bank credit cards at the Comstar office:

The customer can pay the issued invoice by cash or by bank credit cards at the Comstar cashier's desk. If this method of payment is used the customer will be charged a sales tax at the current rate in addition to the amount of the invoice.
The amount paid by the customer at the Comstar cashier's desk in rubles shall be converted into conventional units by dividing by the amount of the ruble equivalent of 1 conventional unit on the date of payment.

Payment by an Internet-Card:

When using this method of payment the customer must input to the Information Server the number and the password of the purchased card. The customer's account code balance will be replenished by the number of conventional units indicated on the card at the moment of this input. One Internet-Card can be used to replenish the balance of one account code.
In order to purchase an Internet-Card at the Comstar office the customer must request the Service Support Division to issue an invoice having informed the Agreement, the quantity and the nominal value of the cards as well as the method of payment (a bank transfer or payment by cash at the Comstar cashier's desk). For getting the cards, which have been paid for, the customer must arrive at the Service Support Division and to present a proxy and a document confirming the fact of payment (a credit slip received at the Comstar cashier's desk or a payment order with the mark of the customer's bank that the payment has been made).
